PART 2B – POSITION REQUIREMENTS
2.1ORGANIZATIONAL CONTEXT. Define the role of the position within the team, describing its leadership role, if any, it’s external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where applicable, exercised by the incumbent.

Project De******ion:
UNHCR continue to receive considerable number of asylum seekers from Iraq and other countries. A registration center in Douma was setup since 2007 for receiving and processing registration of asylum seekers and their families. To enable timely assistance to the most vulnerable persons, social workers are placed at the center to facilitate identification of cases that require urgent attention and support. The role of social workers at the first contact point with unhcr is important safety net for refugees. The staff is expected to screen, counsel and refer cases for immediate support. The social workers are supported by psychologists from the Psychosocial and Mental Health Programme that focuses on people with psychosocial and mental health concerns.

Host Agency:
The UNHCR, the United Nations Refugee Organization, is mandated by the United Nations to lead and coordinate international action for the world-wide protection of refugees and the resolution of refugee problems. UNHCR’s primary purpose is to safeguard the rights and well-being of refugees. UNHCR strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another state, and to return home voluntarily. By assisting refugees to return to their own country or to settle in another country, UNHCR also seeks lasting solutions to their plight.

The CSUAssistant (PSS) will work in Damascus but may be requested to do missions other areas of Syria.




2.2FUNCTIONAL STATEMENT. Focusing on the deliverables and the achievements expected from the job, describe the functions to be performed by the incumbent of the position. Describe also the engagement and the degree of relationships with clients/partners, and the impact of actions.

The Specific functions of the position include:

Under the supervision of the UNHCR Community Services Officer theCSUCase Worker will be responsible for:
  • Conduct vulnerability assessments.
  • Conduct field and home visits as needed.
  • Participate in weekly counselling.
  • Follow up on referrals made and ensure that appropriate action is taken.
  • Process payment of urgent financial assistance according to standard procedures.
  • Update information on cases in ProGres.
  • Ensure appropriate file management, especially for cases under your responsibility
  • Report on issues related to your area of responsibility as a contribution to the monthly situation report and other reports.
  • Coordinate with the outreach team to mobilize community support.
  • Ensure timely response, and processing of cases according to standards and principles “confidentiality” dignity and respect.
  • Liaise with protection and other units and follow up to ensure that cases receive the support needed.
  • In coordination with implementing partners promote self-reliance through active engagement in meaningful activities, skills and vocational training.
  • Conduct counselling as needed.
  • Carry out any additional tasks as requested by the supervisor.


2.3ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. Define the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.

· Relevant field of education (psychology/psychiatry, Social Sciences, Social Support)
· Two years of relevant work experience;
· Excellent command of Arabic & English languages both spoken and written;
· Excellent communication and team skills;
· Good analytical and writing skills;
· Ability to work in a multi-cultural environment;
· Good computer skills in using various office applications;
· Syrian or Syrian Palestinian

2.4 DESIRABLE QUALIFICATIONS & COMPETENCIES. Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

Knowledge of UNHCR, previous work with refugees.
Completion of UNHCR learning programmes or specific training relevant to functions of the position.
Knowledge of another relevant UN or local languages or language(s) spoken by the refugees and assylum
seekers in the duty station.
